The Grid Coordinator (Control Engineer) Shall have some or all of the following responsibilities within the limits imposed by their Authorization Certificate:
1. Coordinate the grid connection for Taiwan offshore wind project, ensuring compliance with Taipower grid codes, national regulations, and international standards.
2. Ensure compliance with Taiwan’s Electricity Act and related energy policies.
3. Work closely with Taiwan Power Company’s Dispatch, Supply, Distribution and Business Divisions, Energy Administration (EA), Industrial Development Administration (IDA), Bureau of Standards, Methodology and Inspection (BSMI), and the Taiwan Power Research Institute to facilitate grid connection.
4. Co-ordinating all outages and activities affecting the High Voltage System and associated Low Voltage Sub-Systems.
5. Giving consent for the release of Equipment from service.
6. Preparation and approval of Switching schedules.
7. Giving consent for all High Voltage Switching, except in cases of Emergency Switching.
8. Communicating and liaising directly with all Authorized Persons and Senior Authorized Persons who are carrying out activities on the System and ensuring as such they are correctly Authorized to carry out activities on the System.
9. Initiate Site-specific Emergency Response procedures and warning of any situations that could affect Personnel working on the System.
10. Before giving Consent for the issue of a Permit For Work or Sanction For Test to a Senior Authorized Person, ensuring that the necessary operations to obtain Safety From the System are carried out.
11. Giving Consent for the issue, transfer and cancellation of Permit For Work or Sanction For Test Safety Documents to Senior Authorized Persons.
12. Maintaining a written record of all High Voltage Switching, application and removal of Safety Precautions and the issue, transfer and cancellation of Permit For Work, Sanction For Test and, where applicable, Limitation Of Access.
13. Operation of the supervisory control and data acquisition system (SCADA) and recording of Equipment status and maintaining a log of all operational activities on the System.
14. Co-ordination with Control Engineers of adjacent Systems.
15. Setting operational parameters of the wind farm and management of alarms/events
16. Identification and classification of work activities related to the grid
17. Control start-up of the grid while acting to the switching plans and procedures
18. Single point of contact to TSO
19. Register (un)permitted downtime and response times in case of failures
20. Approve Permits to Work where works could interfere the grid stability
21. Remote troubleshooting of substation alarms and events
22. Give advises on maintenance strategy
23. 24/7 support for emergencies and fault management (rotation basis)
